Progressive Fines for Residential Permit Parking Infractions to Begin May 12th

Baltimore, MD (May 1, 2025) – The Baltimore City Department of Transportation (DOT) announced today that it will soon begin issuing progressive fines to repeat violators of Residential Permit Parking (RPP) regulations in city communities.
To increase the availability of parking for residents in high demand neighborhoods by improving parking compliance, DOT will begin issuing progressive parking fines for Residential Permit Parking infractions starting on Monday, May 12, 2025. Fines for RPP infractions will increase with each violation received within a 12-month period, with a maximum fine of $150 per offense. The fine amount for all new RPP offenses will be determined based on the number of citations accrued within the past 12 months, even if they were issued before the start of progressive RPP fines. An RPP citation will not be considered if it falls outside the 12-month window.
In accordance with City Code, the progressive fine schedule for residential permit parking infractions includes:
- First offense – $50.00
- Second offense within a 12-month period – $70.00
- Third offense within a 12-month period – $100.00
- Fourth and subsequent offenses within a 12-month period – $150.00 each
Additionally, RPP areas that overlap with the Pimlico Racetrack or Camden Yards Stadium Complex Areas will incur $100 fines during certain events, subject to posted signage. These fines will take precedence over the progressive fines mentioned above. Parking Control Agents will use handheld devices equipped with real-time data connections to determine the appropriate fines when issuing RPP citations.
Residents who qualify for residential parking permits are encouraged to obtain RPP permits (decals or virtual permits) from the Parking Authority of Baltimore City if they have not already done so. Permits can be applied for and purchased online or in person at the Parking Authority office located at 211 N Paca Street, Baltimore, MD 21201. Free parking is available at the Market Center Garage located next door at 221 N Paca Street. Applicants should have required documents (driver’s license and current vehicle registration) ready to present or upload. The Parking Authority does not issue parking citations, set fines, collect fees, or adjudicate parking tickets.
DOT will use data-driven strategies to effectively guide safety deployments and resource allocations. Residents are encouraged to report parking issues to 311 either by phone or by submitting online service requests. BCDOT advises all motorists to pay close attention to area parking signs and adhere to all posted restrictions.
