Mayor Brandon M. Scott and Department of Transportation Director Veronica P. McBeth Announce Increased Roadway Resurfacing Across the City Through its Operation Orange Cone Program

Nearly 110 lane miles are planned for the 2025 paving season

Baltimore, MD (May 30, 2025) – Today, Mayor Brandon M. Scott and Department of Transportation (BCDOT) Director Veronica P. McBeth, MSL announced that the City of Baltimore will significantly increase roadway paving and infrastructure improvements across the city this year through its Operation Orange Cone resurfacing program.

“Well-maintained roads are fundamental to our daily lives – they enhance safety and ensure efficient travel for everyone,” said Mayor Brandon M. Scott.  “This increased investment will not only improve the quality of city roadways but will contribute to the economic vitality and quality of life in Baltimore.”

This year’s Orange Cone program represents a substantial increase in the number of lane miles that will be resurfaced or reconstructed this year.  BCDOT’s in-house paving crews, along with contractor forces, are scheduled to resurface nearly 110 lane miles in 2025, which represents nearly a 53% increase over the 2024 paving season.  This additional work is being done as a direct result of the increased statewide Highway User Revenue (HUR) funding for capital projects.  The HUR funds are critically needed each year for the city to improve its transportation infrastructure.   

In addition to roadway resurfacing, infrastructure improvements will also include ADA upgrades to ensure better accessibility for all users of the transportation system.  BCDOT is dedicated to providing proper access and ADA compliance throughout the city. 

“The increased HUR funding ensures that Baltimore can invest in long-term infrastructure improvements, reduce costly repairs, and provide safe and efficient roadways throughout the city,” said Director Veronica McBeth.  “These proactive investments, as part of our 2025 Orange Cone program, will improve the safety and reliability of the city’s roadway infrastructure for all users of the transportation system.”

BCDOT has focused on prioritizing both arterial and residential roads for this year’s Orange Cone improvements.  Throughout the paving season, signage will be posted on each street several days before resurfacing work is scheduled to begin.  Traffic will be maintained as much as possible while work is being performed to minimize disruptions to residents and drivers.

The full 2025 Operation Orange Cone resurfacing list can be viewed here.  This list includes all locations scheduled within FY24 and FY25.  All locations are fully funded and intended to be completed, but construction activity may extend into Calendar Year 2026, weather and construction schedules pending.
